GENERAL (a) GENERAL AUTHORITY. The Director has the power to perform such acts, to conduct such investigations, to issue and amend such Safety orders pursuant to and in accordance with the provisions of Civil aviation law. (b) PUBLICATIONS. The Director provides for the publication of all Safety orders issued under Civil aviation law in such form and manner as may be best adapted for public information and use. SAFETY ORDERS  (a) EFFECTIVENESS OF SAFETY ORDERS. Except in emergency situations, all Safety orders of the Director will take effect within such reasonable times as the Director may prescribe, and will continue in force until a further Safety order or for a specified period of time, as shall be prescribed in the Safety order. (b) EMERGENCIES. Whenever the Director is of the opinion that an emergency requiring immediate action exists with respect to safety in civil aviation, the Director has the power to make such just and reasonable Safety orders; provided that the Director shall immediately thereafter initiate proceedings relating to the matter giving rise to any such Safety order.
